Apparently, if you reopen an economy without doing any work to address the causes that led you to close that economy in the first place... well, the outcome is not good.
With the surge of new cases in the U.S. has come a spate of race cancellations and more shuttered collegiate running programs. It's increasingly clear that the continued pandemic will shape the sport long into the future.

The coronavirus is decimating collegiate cross country and track and field programs across the nation. Smaller teams are facing wholesale elimination. But even the most established programs in the NCAA are facing salary cuts and coaching layoffs as universities scramble to meet budget shortfalls. (Runner's World)
